Google's smeared leap-second NTP service is now publicly available.
Rather than having a 61 second minute, this service smears out the difference in the 10 hours before and 10 hours after by running the clock ever so slightly slower (0.0014% slow to be exact). This is the same time used in all Google APIs.

Just in time for the leap second this New Year's Eve. Also, still waiting for something better to replace NTP; HTTPStime just seems like a circular dependency...
